Excelion sold 33 apartments in the project, promising to deliver them by September 2022, but failed to do so because the renovation quality and furniture quality were found to be very poor. In addition to the defects in the apartments themselves, the building and its foundations were constructed in violation of the purchase agreement, endangering the rest of the building due to massive water infiltration, standing water, sealing issues, and other problems. Waterproofing work was left incomplete.After a lengthy meeting with the local management company, additional failures in almost every aspect were uncovered.Despite multiple demands directed to Excelion and Moti Grozman personally to correct the defects, replace the poor-quality furniture, and resolve other issues, no action was taken. As a result, the buyers, through their local attorney, filed a lawsuit, leading the court to place liens on Excelion’s assets in the building.
